The multitude of these hirings constitute the executive power, the president’s administration and his effectiveness in many of his roles depends directly on the personal that aids him. Therefore, the president needs to be able to pick people of trust. In my opinion, though, there are too many discretionary positions that make the president a temporal hiring agency with a lot of power in the party but also with the negative incentive of changing many officers every four years.
