President Wilson was convinced that although Germany had to pay for the destruction they did, it was not wide to cripple the German economy and to humiliate them even more as this could very well lead for another future war or a conflict.

This is mainly because the treaty of vesrailes made Germany pay more than 6 billion pounds as reparations and they lost many territories, including their overseas colonies.
