A tunnel can be defined as the quantum phenomenon for which every wave through a barrier can propagate in it, even when there is not enough energy to do so. That is, tunneling occurs when the potential energy is greater than the total energy of the particle.

Therefore the circumstances that an electron tunnel through a potential barrier is when the potential energy is greater than the total energy.
