We have given expression
((2^3)/(2^(-5)))^(-1)

According to property of exponent
((2^3)/(2^(-5)))^(-1)=(2^(-5))/(2^3)

Now again according to property of exponent when exponent on any function are in division then we subtract the exponent of denominator from exponenet of nominator

So
(2^(-5))/(2^3)=2^(-5-3)=2^(-8)
