Explanation:

Number of customers who use coupons = 9

Number of customers who don't use coupons = x

Ratio of customers who use coupons to customers who don't use coupons = 6:16


=(6)/(16)


(9)/(x)=(6)/(16)


x=(9* 16)/(6)=24

24 customers will not use coupons.
