Answer: x=11

Explanation:

Since its already given that the two polygons are similar, you can build a ratio:

1.
(40)/(32) =(2x-2)/(16)

2. Then cross multiple which will produce
40*16=32*(2x-2)

3. Simplify:
=> 640=64x-64
=> 704=64x => x=11
