When the cart was at Table

  • Normal reaction (N)=mg

Now acceleration due to gravity acting on the gravity.

  • When the air comes out of straw it tries to take the cart upwards.
  • But the force is equal to that of acceleration due to gravity but in opposite direction.

Hence.


\\ \sf\Rrightarrow F_(net)=0N

  • So the cart doesn't move
