How can you tell when an atom has high electronegativity?​

By the number of valence electrons in the outermost shell. For instance fluorine is the most electronegative element because it has seven valence electrons and only needs one more to complete its outer shell so it will be the most likely to hog an electron when bonding with an alkali metal
