In your opinion, why don’t more schools have immersion programs available to Native American students, despite their obvious success?

In my opinion, the most likely reason is because of either some sort of large hate crime(s) in the current area, or possibly specific-race school districts. Another reason might be because of racism, which would probably be the best answer.
