No skin color is perfect in ANY environment. One of the uses of melanin (A primary skin pigment) is to absorb ultraviolet rays from the sun that initiate Vit. D production.

So an abundance of melanin is beneficial in an an environment with a large amount of sun to prevent an excess of Vit. D in the blood.

Inversely, less melanin is useful to an individual in an environment that gets little sun since there is not as much melanin to inhibit Vit. D production, and thus is less likely to have a Vit. D deficiency.
