Well think of it like this. If you give a teenage guy whiskey and car keys, they'll get drunk(from the whiskey) and then drive (car keys) and probably get into an accident.. which is irresponsible. Same thing goes for giving the government if ym give em money and power. This quote is tryna say that no good will come out of giving the government money and power.
Therefore linking giving money and power to the government and giving whiskey and car keys to a teenage guy who probably can't even drive.
