Answer:

Well, one reason I can only think of is if they already have something drawn out (quickly, not thoroughly) on paper or digital and aren’t willing to build further usage on that project, or they’re in a hurry and they simply can’t. Though, I encourage all scientists to build a model, especially if you’re in an important situation/project, I guess it’s okay to not do one too.
