The Colonists were likened to ‘wolves in sheep’s clothes’. How true was this comparison? What does it mean to be “wolves in sheep’s” clothing?

I don't know the answer to the first question but to be a wolf in sheepish clothing is to be hiding among prey and acting like them. I guess
