Slope is Rise (difference between the y points) over Run (difference between the x points)

Line 1 (-2,1) and (4,9)

Rise = 8 Run = 6 so slope is 8/6 or +4/3 when simplified.

The line slants upward from left to right so slope is positive

Line 2 (-3,8) and (5,2)

Rise = 6 Run = 8 so slope is 6/8 or -3/4 when simplified.

The line slants downward from left to right so slope is negative.

Obviously since the line are slanting in opposite directions, they cannot be parallel.

To find if they are perpendicular, the slope of one line must have a slope that is flipped over from the other line and the sign must be the opposite.

So if slope of line 1 is +4/3 then a perpendicular line would have a slope of -3/4. This is what you have so the lines are perpendicular.
