ok... this is a very unusually presented question...

it really does not depict any of the typical "math properties" (associative, communitive property, etc)

what is goin on here is "the distributive property" ... more specifically "factoring/ distributive property...

if you factor out the common 0 (zeros) from the two groups, you

end up with 0 x (3+9)

so factoring/ distributive property should be the answer
