Answer:

In order to let others make their own decisions, one must relinquish control over the choices of others. If one does not, they may be viewed as a control-freak and/or try to force themselves on others. In order for the quote to have any meaning, it would be necessary for there to be a person or group that has complete power. This is because people with complete power over other people are most likely going to let them make their own decisions without question.
