Actual resources are the resources which can be or are being used right now. There quantity has been known.

Eg: Coal, Water etc.

Potential resources are those resources which could have been used but it cannot be used due to the lack of technology or labour in obtaining it. They are then saved for the future.

Eg: Dark soils of Maharashtra, Natural gas
