Can you have sovereignty but not power?

Yeah because sovereignty only means you have the ability to make your own decisions. This could be as small as individually or as big as a nation. Power, in my opinion is the ability to enforce those decisions either through laws or physical action. So anyone can have sovereignty almost like anyone can have an opinion, but not just anyone can have power.
