Katniss insists that she does not act emotionally for two reasons. One of these is the fact that the Reaping is being televised throughout Panem and she does not want to give the Capitol the satisfaction of seeing her cry. The other reason is that she has always had to be the "strong one" and she wants to continue to do that for Prim and her mother's sake. She does not want to upset them any further.
