Explanation:

The way I see it is move the decimal point over to the right (or left depending on whether its negative or not) however many units the exponent says. After it moves over the number, add the zeroes for the remaining amount of spaces until you have moved it over the correct amount. I'm not sure if that made any sense, but I know the answer is correct.
