Why do you multply by a power of 10 when writing a repeating decimal as a fraction

The goal is to multiply by a certain number (10, 100, 1000, etc.) so that when the original number is subtracted from the multiple, the repeating element cancels out. 10x = 2 is the result of multiplying by ten.
