When you have a number to a negative power, you can rewrite it inverting it's fraction and changing the signal of the power. 2 can be wrote as a fraction like 2/1, so you have 2^-2, it's like 2^-2/1, so you invert the fraction and the signal of the power, and have 1/2^2
