Nepal was mired in a 10 year civil war that cost around 17,000 lives and they have a TRC to help find justice for the victims and also reconciliation.Have to say that it's looking less likely that victims will get justice and that's a problem. All, in all human rights situation is good but not perfect. Of course no comparison between Nepal and other dictatorial countries. Nobody in Nepal can be arrested without a warrant and indefinitely detained partly because they have Supreme Court who can issue habeus corpus.
