Explanation:

If the slope, which is the number in front of "x", is the same, then they are parallel. In order for them to be perpendicular, the slopes need to be the negative reciprocal of each other. That means one of them is negative and the other is positive. And the fraction (slope) is flipped.

Example:

2, -1/2

The 2 slopes have opposite signs and since 2 is 2/1, you flip it to get the reciprocal.
