Most often than not, totalitarian states need to have only one party in the country in order to enforce their will without official opposition parties occupying positions in the nation's legislative and making it harder for the governing party to enforce its will.

And even if those parties do not occupy positions, they could be very vocal to the point of bringing attention to the ruling party's injustices. Restricting other political parties would therefore allow the ruling party to have total power without worrying about "meddlesome" opposition parties.
