Why was the Tsar held responsible for the war losses?

Nicholas Tsar 2 beleived that by taking charge, his army would be insipired and would fight with more vigour. However, he knew very little of command and organziation of large military forces. Thus, the losses and humiliation continued. So, the Russian people blamed the Tsar.
