Why did neither General want to have the battle at Gettysburg?

The Battle of Gettysburg was fought July 1–3, 1863, in and around the town of Gettysburg. When Pettigrew told Hill and Heth what he had seen, neither general. However, the Union did not have enough troops; Cutler, whose brigade was the minimum of force necessary for the work that even such force would need.
