ANSWER-

It's a foreign policy because it involves acting with another country. For example, if a country refuses to accept refugee immigrants it might change diplomatic relations with that country.

it's also domestic because it affects how the country runs. Immigrants affect employment rates because more people willing to work tends to mean lower wages. They also affect the economy because it means that there are more people buying and selling.
