To what extent was humanitarian intervention effective?

Human intervention is only effective if human rights are protected on both sides. In any case, human intervention is defined by having saved lives that would have been lost if the absence of the intervention. Peace talks and privileged and humanitarian invertventions is only considered a as last stop means to stop a state from violating human rights.
