Why did the North want land in the West to be expensive?​

Answer:

Neither States Nor Settlers Wanted Ownership of Much of the Land Out West. Eventually, in 1862, they made it virtually free: The Homestead Act allowed settlers up to 160 acres simply for making a farm and living on it for five years.
