Explanation:

Group the x and y variables and move the constant (16) to the other side

(x²-8x)+(y²-y)= -16

We need to do something called "completing the square" we do this by taking the b term, dividing it by two and then squaring it

so for (x²-8x) we would take (8/2)² and then add that to both sides we have

(x²-8x+16)+(y²-y+.25)= -16+16+.25

next, we need to factor the x and y groups

(x-4)²+(y-.5)²= .25

Now that we have our equation we can easily find the center and radius

the center is just the constant's sign flipped or (4,.5) and the radius is the square root of the constant on the other side or √.25= .5
