Steady state theory: universe is always expanding but maintaining constant average density so basically the ratio will always be 1:1 as as the universe gets bigger more galaxy’s are introduced

Big Bang theory: as the universe gets bigger we have the same galaxy’s and no more get created so in short the matter dilutes as the universe expands
