An atom is the smallest particle of matter holding the basic properties and characterstic of the matter. An atom consist of positive charged protons and chargeless neutrons at its centre and the negatively charged electrons are revolving around the nucleus. An atom do consist of energy levels corresponding to which the electrons revolve around the nuclues in the respective energy level.

Now a photon is an energy packet, or we can say a particle of light carring energy with it.

An atom is a particle of a matter and a photon is a particle of light.
