The Arkansas State Government can only control the laws and rules within the state of Arkansas. The U.S. Federal Government can control the laws and rules throughout the entire nation including the state of Arkansas.

A federal government has some powers within all states of this country. State governments only have powers within that specific state. So Arkansas government has power to regulate their state but they don’t have power to regulate another state like California for example.
