Mexico. The German Empire needed to distract the United States from intervening in the war. So they sent the Zimmerman telegram to Mexico saying that they could help Germany and regain the former states that the US annexed in the Mexican-American war. The telegram was caught by the British Empire and the United States declared war on Germany.
