The Anaconda Plan was a military strategy proposed by General Winfield Scott. By establishing a naval blockade on southern ports, specifically near the Mississippi River, the Confederacy was unable to export cotton. If the south could not export cotton, then they won't make any money, without money they cannot buy resources from other countries.
