It is the first graph.

Explanation: The first time the line crosses over a point it is on 9 and 3. The 9 is for cups of dough and the 3 is for cups of salt. So for every 3 cups of dough there is one cups of salt. (Divide both 3 and 9 by 3 to get another answer if you need.) HOPE THIS HELPS! :D
