Where did the "free lands in the West” really come from?

Well, when I think of that statement, I think of the Homestead Act.

Essentially, the U.S. government made it so that in 1862, any American could claim up to 160 acres of federal land. Best of all, that land was free to claim. Even former slaves and African Americans were applicable for this act.
