Answer: Citizens under the age of 18 are not allowed to vote. This means that 18 is included within the ones that can vote.

let x = the citizens under the age of 18

x < 18 is your inequality (Part A)

For the solution, because it does not include 18, you'll use an open dot (a non-filled in circle) placed on 18, and going to the left (less than).
