Well, you can set them together like...

x-3 = -5/2 +4

Multiply both sides of equation by 2 to remove the fraction...

2(x-3)= 2(-5/2x+4)

2x-6 = -5x+8

Move the terms together...

2x+5x = 8 + 6

7x = 14

So....

x = 2
