Are all oxygen atoms the same? And why

Answer:

No. They don't necessarily have to be the same. For example, there can be isotopes (different numbers of neutrons) or ions (different numbers of electrons). The only thing that can't vary between atoms of the same element is the number of protons, but the others can have some variation.
