Answer: It depends on where (False)

Explanation: It depends on where the people are and how the monarchies treated them. Take the 13 original colonies and Great Britain for example. The 13 colonies in America didn't have to pay as much as the people in Britain had to pay, because then Great Britain didn't have DIRECT control over the colonies and some rebels refused to pay taxes. Though, other monarchies were seen as forcing their people to pay higher taxes. So, no they did not have low taxes. (all the time)
