y=-1/3x+8

Explanation:

3x=y+3

y=3x-3

When it is perp find the reciprocal of the coefficient of x and flip the sign.

3x ---> -1/3x

y=-1/3x+b

Then plug in the (-3,9) to x and y

9=1+b

b=8

Substitute in the answers

y=-1/3x+8
