The Confederation Congress could create new laws; however, the central

The government had no power over the states, the states could basically do whatever they wanted. The central gov couldn't force the states to help pay for the war, and they couldn't raise armies to fight other countries, which was especially dangerous as Great Britain was still fuming over their final defeat at Yorktown.
