well, the discount is just 16 - 11.20 = 4.80.

now, if we take 16(origin amount) to be the 100%, what is 4.80 off of it in percentage?

\begin{array}{ccll} amount&\%\\ \cline{1-2} 16 & 100\\ 4.80& x \end{array} \implies \cfrac{16}{4.80}~~=~~\cfrac{100}{x} \\\\\\ 16x=480\implies x=\cfrac{480}{16}\implies x=30
