Can square roots have a decimal value? if yes then how

Yes, they can. There are perfect squares (1,4,9,16,36,49,64,81,100… and to infinity) which are produced by a whole number times itself. There are decimals multiplied by each other that are also squares. So when you take the square root, you get a decimal value :)
