the founding fathers saw the United States as an alliance between sovereign, independent nations. Nobody wanted an overriding power that could appoint and dismiss governors, dissolve legislatures, or charge borders at a whim. the federal government was conceived and subservient to the states. the president is supposed to execute the will of congress. every two years, the entire house of representatives and 1/3 of the senate is up for reelection. The states have to reauthorize the federal government every 2 years
