Miller's arguments against those who claim that the Roman republic was a top-down system are that the Roman Republic is governed with the principle of democracy whereby the ordinary citizens are the subjects and the unified viewpoint of ordinary citizens is counted the most in the Roman Republic.
He explained further that the affairs of the Roman Republic were based established to support the lives of ordinary citizens.
