We will first determine the perimeter of the rectangle, that is:

p=8+10+8+10\Rightarrow p=36

Now, that we know this, we will use the formula for the perimeter of a circle:

p_c=2\pi r

Now, we replace the perimeter and solve for r:

36=2\pi r\Rightarrow(18)/(\pi)=r

From this, we have that the radius of the circle with a perimeter equivalent of that of the rectangle will have a radius of:

r=(18)/(\pi)
