We want to convert

0.000695 to scientific notation.

To do this we move the decimal point to come in front of the first significant number. Zero is not a significant number. So the first significant number is 6. Hence bring the decimal point in fron of 6, we have

6.95

Next we have to count four numbers to do this. These are the first three 0 and 6, making it 4. Which becomes 10 raise to power 4. Moving the decimal to the right make the 4 to become -4, Hence 10 raised to -4.

So the answer becomes


\begin{gathered} 0.000695 \\ =6.95*10^(-4) \end{gathered}

Option C is the answer
